PIO penalized for avoiding RTI Act

RTI ACT 2005 is now blooming with colours. After a regular practice of capacity building P.O.s now showing there potentiality.One Nabaghan Muduli a farmer is a leading personality of Simili G.P. due to his work and performance become a popular figure. So he is selected & elected as ward member of village Anasara of G.P.  Simili of Puri Dist. He came to know that in his G.P. Lakhs of Rupees scandalized in last five years by the previous Sarapanch and VLW. He seeks information about some development works, which has been done during the year 2000 to 2006. But the VLW-cum-PIO Arjun Mallick, avoid receiving the Form A then Muduli again sent it through Registered Post, which returned by Post. Then he appealed to the First Appeal, GPEO, Gop Block. But he was also remaining silent for two months. Again he filed a complaint case at State Information Commission, Bhubaneswar. Hon’ble Commissioner ordered to give the information within 3 days but the PIO gave them after 89 days. Again he applied to SIC about it and after hearing SIC penalized Mr. Mallick Rs.19, 750/- and the case is still in the SIC to give decision about GPEO, Gop Block. Now he got the informations free of cost. He found that the register of labors in development work most the names are fake or that person are not alive. So he filed a complaint case at Hon’ble Lokpal, Bhubaneswar.

It is clear that in this case a villager can fight for his personal cause  or for society as an activist and can establish strong examples for others. We salute Nabaghan Muduli for his brevity   and patience who never bent before the threatening & disturbances created by the defendants.
